In other casino news, Hawaii officials are thinking about changing their extremely anti-gambling stance following the economic crisis brought up by the COVID-19 pandemic. Hawaii Legislators Open Doors to the Construction of a Casino Resort in Kapolei
It would be an understatement to call Hawaii’s gambling laws strict. The Aloha State is actually one of the most anti-gambling places in North America.

However, things might change in the not-so-distant future, as Hawaii’s officials are looking to find another source of income. The state that heavily relies on tourism has been hit harsh by the COVID-19 pandemic. Although the pandemic’s end is near, the state’s economy might need some help to get back on its feet.
For many, the solution lies in relaxing Hawaii’s traditionally strict anti-gambling policies. Among the ones who believe this are the members of the Department of Hawaiian Home Lands (DHHL). The department has recently come up with a draft legislative proposal to permit limited gambling in an integrated resort in Kapolei.
On Tuesday, December 22, the Hawaiian Homes Commission (HHC) voted 5-4 to approve the proposal. The next step is to take the Hawaii casino resort proposal to the Attorney General and the Department of Budget & Finance. Finally, Gov. David Ige would also have to approve the proposal and include it in his legislative package.
Virginia Sports Betting Apps to Launch in Early 2021
There are still no land-based casinos in Virginia, but they are on their way. The last election saw voters from Virginia approving the construction of four casinos within the borders of the Commonwealth. Those locations are, namely, Bristol, Danville, Norfolk, and Portsmouth.
It’s yet unclear when the construction will begin (most likely in 2022), but one thing is certain – Virginians will get a chance to bet online much sooner.
In fact, betting apps are expected to launch in Virginia in January or February. According to Kevin Hall, who is the CEO of Virginia Lottery, it’s very likely that Virginia-based bettors will be able to place mobile bets on Super Bowl.
As per the gambling law of Virginia, there can be up to 12 sportsbooks in the state. Some of those that have already applied for the license include the following:

The abovementioned sportsbooks/casinos are expected to be the first ones to launch their betting apps in Virginia. When the apps launch, the operators will have to pay 15% tax on gross gaming revenue, which is expected to bring about $5 million to Virginia’s budget in 2021.
