Legal Overview
New Jersey is one of the most regulated and mature online gambling markets in the United States. The state legalized casino gambling at Atlantic City in 1978, became one of the first three states to legalize online casino gaming in 2013, and opened legal sports betting in 2018. As of 2026, New Jersey residents have access to a full suite of licensed, state-regulated gambling options — online casino games, online poker, and online sports betting.
What’s Legal
Online casino games are fully legal in New Jersey. Governor Chris Christie signed Assembly Bill 2578 on February 26, 2013. The regulated iGaming market launched simultaneously for all licensed operators on November 21, 2013. Online casino sites must be licensed by the New Jersey Division of Gaming Enforcement (DGE) and affiliated with a land-based Atlantic City casino. Servers must be physically located at the partnering Atlantic City casino property.
Online poker is legal in New Jersey as part of the same 2013 iGaming framework. New Jersey is a member of the Multi-State Internet Gaming Agreement (MSIGA), enabling licensed NJ poker platforms to share player pools with Delaware, Michigan, Nevada, Pennsylvania, and West Virginia. This significantly expands the available player pool and supports larger tournament prize pools and ring-game liquidity.
Online sports betting became legal on June 14, 2018. Governor Phil Murphy signed the enabling legislation on June 11, 2018, following the U.S. Supreme Court’s landmark ruling in Murphy v. National Collegiate Athletic Association (May 14, 2018), which struck down the federal Professional and Amateur Sports Protection Act (PASPA). New Jersey was among the first states to offer legal sports betting following the PASPA ruling.
Daily Fantasy Sports (DFS) are legal in New Jersey and regulated by the DGE.
The New Jersey Lottery operates independently and offers draw games, scratch-off tickets, and multi-state games including Powerball and Mega Millions.
What’s Not Legal
There is no category of mainstream gambling that New Jersey has not legalized. Tribal casinos are not legally authorized in New Jersey — the state constitution designates Atlantic City as the exclusive location for casino gambling, and no federally recognized tribal gaming compacts exist in the state.

Regulatory Structure
The New Jersey Division of Gaming Enforcement (DGE), an agency within the New Jersey Office of the Attorney General, is the primary regulator for online casino gaming, online sports wagering, and internet poker. The DGE licenses all operators, enforces compliance, and administers the statewide self-exclusion program.
The New Jersey Casino Control Commission (CCC) has a complementary role in licensing casino employees and resolving patron disputes. The New Jersey State Lottery is overseen separately by the Division of State Lottery within the Department of Treasury.
| Authority | Jurisdiction | Website |

Online Poker
New Jersey’s regulated online poker market operates within the MSIGA multi-state shared player pool. As of 2026, three platforms offer licensed online poker in New Jersey:
| Platform | MSIGA Pool | Notes |
|---|---|---|
| PokerStars NJ | Yes | Shares tables with DE, MI, NV, PA, WV |
| WSOP NJ (Caesars) | Yes | Shares tables with DE, MI, NV, PA, WV |
| BetMGM Poker NJ | Yes | Shares tables with DE, MI, NV, PA, WV |
New Jersey joined MSIGA in 2017. New Jersey’s population of approximately 9.3 million residents significantly expanded the MSIGA player pool. As of 2026, MSIGA has six member states: Delaware, Michigan, Nevada, New Jersey, Pennsylvania, and West Virginia.
Online Sports Betting
Online sports betting is legal in New Jersey through multiple licensed platforms. Operators must hold a DGE sports wagering license and may operate under a casino or racetrack permit. New Jersey was among the most active lobbying states against PASPA before the 2018 ruling.
Notable licensed sportsbooks in New Jersey include FanDuel, DraftKings, BetMGM, Caesars Sportsbook, Hard Rock Bet, Fanatics Sportsbook, ESPN Bet, and BetRivers, among others. Players must be 21 or older and physically located within New Jersey.
Offshore Online Casinos
Because New Jersey has a fully licensed, regulated online casino market, MobileCasinoParty strongly recommends that New Jersey residents use only state-licensed operators. Licensed NJ casinos offer verified fairness, consumer protections, dispute resolution through the DGE, and responsible gambling tools required by state law.
Most offshore casino operators reviewed on this site do not accept New Jersey players. This is consistent with New Jersey’s status as a regulated market.
MobileCasinoParty earns commissions from casino referrals through affiliate partnerships. This does not affect our ratings or reviews. Read our full Terms of Use for details.
| Operator | NJ Status | Notes |
|---|---|---|
| Bovada | Does not accept NJ players | — |
| Cafe Casino | Does not accept NJ players | NJ listed in restricted states |
| Wild Casino | Status unconfirmed | Verify before use |
| Ignition Casino | Likely restricted | Same group as Bovada; not independently verified |
| Slots.LV | Likely restricted | Same group as Bovada; not independently verified |
For New Jersey residents, we recommend using a licensed NJ operator. Licensed NJ operators provide consumer protections that offshore platforms cannot match.
New Jersey Lottery
The New Jersey State Lottery operates draw games, scratch-off tickets, and multi-state lottery products. Players must be 18 or older to purchase lottery tickets.
| Product Type | Examples |
|---|---|
| Multi-state jackpot games | Powerball, Mega Millions |
| In-state draw games | Pick 3, Pick 4, Pick 6 Xtra, Jersey Cash 5, Cash 4 Life |
| Scratch-off tickets | Various price points and prize tiers |
| Keno | Available at retail locations |
The NJ Lottery generates several billion dollars in annual revenue, with a portion directed to state education and public programs. Online ticket purchases are available through the New Jersey Lottery website for eligible draw games.
Land-Based Casinos
Casino gambling in New Jersey is constitutionally restricted to Atlantic City. As of 2026, nine casinos are operating.

| Caesars Atlantic City | Boardwalk |

At peak in 2006, Atlantic City had 12 operating casino properties. Following closures in 2014–2016, the market stabilized at nine properties. All nine currently operating casinos have been in continuous operation since at least 2019. The expansion of legal sports betting (2018) and the online gaming market are widely credited with supporting Atlantic City’s revenue recovery.
